It’s axiomatic that if something is to be done then someone has to do it. There’s the wider question of having all the necessary resources, where people are one part of the greater whole that also includes the appropriate combination of things and money and time. The people who do the actual work or cause it to be done using helpful aides. People are critical to the effort; whether it’s the work itself or pushing the button that executes the work.
As critical, maybe more so?, definitely more so in some cases, is the person who is responsible. The one person who causes all the other things to happen: that someone makes the decision, someone checks they’re enacted, someone monitors the inputs or outputs or outcomes. One person who takes point, who everyone looks to, who is motivated and cares about what happens.
